The son of James and Ada Tomlinson, Herbert was born on 20th August 1897. His father, James, was a Warder at Warwick Jail.
In 1911 the family were living in Beauchamp Cottage, 108 Priory Road. Herbert was the middle of three children, and still at school. He had an older brother, James Alfred and a younger sister, Lucy Doreen.
On leaving school in 1913 Herbert went into the Post Office Clerical Service.
