Frank was born at Wigmarsh in Shropshire and was baptised at Ruyton on 10th February 1884. His father was working as a wheelwright

In the 1901 census, there is a 17-year old Frank Tomlinson working as a stable boy at Wikey House in Ruyton, Shropshire, the home of local landowner Edward Broughall Esq.

Frank married Edith Emma Court on May 16th 1910 in Wellesbourne parish church. The marriage register notes that Frank was working as a gardener and his father was deceased.
At the time of the 1911 census, Frank and Emma were living at Bromson Hill, Tachbrook (to the south of Warwick) with their 6-week old daughter, Doris Annie. Frank is recorded as a gardener (domestic)
